| I have been told that no player that has a contract with another club cannot be signed until July 1st fee's/contracts can be arranged but the paperwork will not be finalised by the FA or football league until July 1st (transfer window). Only players who's contract has expired can be signed and paperwork finalised before that date. |

Does it matter - there are no games? It is my understanding that the transfer window only effects the players ability to play for a side. They can move at any time. If I recall Roy Keane moved to Celtic in either November or December, outside he window any way, but had to wait until 1st Jan to play. Whatever the technicality I some how doubt that all the paperwork on the deals already done is sitting at the FA until 1st July, when they have to rush like mad to process it all.
A player out of contract at the end of a window can sign at any time for a new club, but I beleive if their contract ends between windows (say 31st March) they have to wait. |

My understanding is that a Players contract notionally finishes after the season eg 30th June to allow for whatever. That is why if some players leave sooner their contract is said to have been 'paid up'.
Also a Player might be moving for more or less wages which could effect the start date of the 'new' contract. |
