During the crack epidemic in New York in the 80's and early 90's, it was fairly common for grandparents in the most affected areas, to solely bring up the grand kids. The fathers in most cases were either missing or in jail. Mum was out shooting up in the local galleries; unable to care for her children.

Seems to be a very thin line these days between a tradesman and a DIY-er you actually have to pay for. I think a lot of people emerged post-pandemic and said "yeah, no more office - I'm a pro decorator now - how hard can it be?"
